"Citizen" can mean "freeman", but in decaying cultures, "citizen" comes to mean "legally-bound subject."
Paul was not "Roman" in the sense of being a legally-bound subject-citizen of Rome, for Paul had been born again into the Kingdom of YHVH and therefore any association between Paul and Rome was strictly due to his physical body having originated in a territory (Tarsus) claimed by Rome.
